The other line is about constable Dixon.
After Chief Willoughby committed suicide, Constable Dixon was furious.
He takes his emotions out on Wilby, the advertiser, believing that the billboards he sold caused the sheriff’s suicide.
Dixon, blinded by his anger, punches and kicks Welby and throws him out of a window, causing Welby to be hospitalized with serious injuries.
The conflict caused by the emotional anger between people is the impulsive nature of human beings when they encounter problems.

Dixon was in the police station when the fire broke out, reading a letter the old chief had written to him before he died. It stung him:
